Executive Summary of Project “Teachers’ Training in Special Needs & Inclusive Education” 2011/12

Disability is a worldwide health and education problem. According to WHO (World Health Organization) statistics, worldwide prevalence of disability is about 10%. Pakistan being a signatory of international declarations is striving to achieve the goal of global primary education. Goal of global primary education cannot be achieved without catering to the academic and training needs of children with special needs.

Rising Sun Education & Welfare Society (RSE&WS) having the experience of teaching and training special needs children since 1984 took up the initiative to play its role in betterment of lives of children with special needs. A series of 25 courses was started in November 2011. Teachers’ training of regular teachers in “Special Needs and Inclusive Education” was jointly funded by RSE&WS and United States Agency of International Development (USAID). Under this project RSE&WS provided training to 750 regular school teachers from Punjab Province, 300 teachers from Lahore District while 450 teachers from 24 other districts of Punjab. First training course started from 28th Nov. 2011.

Muhammad Aslam Rana Administrator DHA, Dr. Pervez Hassan, Environmentalist & leading lawyer of the country, Mr. Abdullah Khan Sumbal, Secretary Special Education, Government of the Punjab, Mrs. Zakia Shahnawaz Advisor to CM Punjab, Dr. Abdul Hameed Dean school of social sciences, University of Management & Technology – UMT, Mr. Aleem Khan former minister of IT Punjab, Mr.Mohammad Ramzan Sheikh, CEO Royal Palm Golf & Country Club, Mr. Justice (Retd.) Aamir Raza Khan, President Pakistan Society for the Welfare of Mentally Retarded Children, Syed Rehan Gilani CEO & Mr. Sameen Saqib Mir Director Guardian International and other dignitaries and renowned personalities from government and private sector graced the opening and closing ceremonies of 25 training workshops. This way awareness regarding importance and applicability of inclusive education was created among important and influential personalities from different walks of life.

MOUs were signed with 8 partner organizations including Ghazali Education Trust with 354 schools & 45000 students, Dar-e-Arqam Foundation having 300 schools in Lahore & other cities, was a strong and cooperative partner organization. 250 teachers of Dar-e-Arqam from all over Punjab were trained reaching out to 20000 children of those schools. Child Care Foundation with 150 schools having 4300 students, and Allied schools representing a community of 400+ schools with 60,000 students. Every teacher so trained was expected to benefit 10 students in his/her community. By the end of the project most of the objectives were achieved. Additional benefit was that community awareness was above our expectations. These five days teachers training program served as basis and provided orientation of major disabilities and teaching techniques specific to every disability. Monitoring team visited schools of teachers trained both in urban and far off rural areas and provided further on the spot training to the teachers. In order to make partner organizations independent in implementation and monitoring of inclusive education system, Training of selected teachers of partner organizations (Training of Trainer –TOT) is essential. Initially RSE&WS will facilitate the partner organizations through its team of psychologists and special educationists, gradually the trainers trained through TOT will take up the responsibility of internal evaluation and lesson planning and RSE&WS team will only play the role of consultant/Master trainers to the trainers to provide them with professional support and guidance where needed.
